I think he misread the instructions. The baby powder is used after you use the silicone sealer and it has dried to keep it from sticking to itself. Works...

Silnylon is really neat stuff, but is not very abrasion resistant. It should not be used as a ground cloth for this reason. It is incredibly water shedding...
