Bill,
If this guy was an active duty member of the US military my guess is
that, in addition, he got at least an Article 15 under the USCMJ.

Fellow Hikers...I would echo Wayne's remarks about the fact that Harvey
ALWAYS got a permit...he said it helped him remember to write up the trip
log ...and...

Harvey Butchart once told me that he spent 8 unplanned nights in
the Grand Canyon (without a permit). In each case he was on day hikes
and had not planned...
