5%+- sounds fine as far as a budget is concerned, but these budgets,
can and do fall anywhere on the scale from vastly over-budgeted to
vastly underbudgeted...

I would have to agree that the "permits" for everything appears to be
getting out of hand. Just hate it when I see a permit required sign
at a hiking spot...

Most over budget problems are a "small fraction" of the total budget
whether they are personal, corporate, or governmental. It is the 5%
more that everyone...
