That's accurate but not the whole picture. NPS policy as I
understand it, asserts a "sphere of influence" over adjacent lands
when potential use...

I think the Navajo, like the Huialapai have an unsettled dispute with NPS on
borders of the park; ie, middle of river, or banks. I think this is
