I like the idea of compiling all the requests (faxes, walkins, mail,
e-mails)so that it is fair. I do think a problem exists with the
existing permit system...

The following is my recommendation (already forwarded to John):
Allow a one week period at the end of every month for the BCO to
collect fax/mail permit...
