March is any kind of weather - it could be warm and it could be snowing.
You probably won't get any snow at the bottom, but be prepared to deal with...

I like the idea of compiling all the requests (faxes, walkins, mail,
e-mails)so that it is fair. I do think a problem exists with the
existing permit system...

Allow a one week period at the end of every month for the BCO to
collect fax/mail permit...
