I am not aware of a legal way around the Havasupai except for this ---
drive the FS roads south of Tusayan westerly and then north to
Pasture Wash. ...

I think opening the boundary road would be controversial and costly.
There is another road to Pasture Wash showing on the maps just a
little east that does...
