I don't see why opening the road would be particularly
controversial. Was it really controversial when it was open? It's
not like clearcutting pristine...

That road is has been closed in both directions for many years.

I am not aware of a legal way around the Havasupai except for this ---
drive the FS roads south of Tusayan westerly and then north to
Pasture Wash. ...
