There are warning signs at both sides of Horn on the Tonto. If I recall
my topo for that area (I just did this hike a month ago), I would assume
it is safe...

There is (or was) an NPS water cache above the Redwall on the
standard approach route to Zoroaster from the Clear Creek Trail.
