It would have to be a very dry, snowless year. Even then you would be taking a chance on being mudded in or snowed in while you were hiking. A Sierra Club...

If you are talking about using forest service roads to get from Monument Point to Swamp Point to do the North Bass trail, I would bet against it every year....

If you're talking about reaching Swamp Point in March by road, I'd say good luck. We ran into quite a bit of snow in late April along with many downed trees...
