I've heard that some floaters have been fined for not having river permits.
Maybe it depends on how far you are floating. Crossing the river is one thing
but...

Unless they have changed the rules recently camping is not allowed in Clear
Creek south of that last major drainage heading east (East Clear Creek)....

that Stands like a Dam" by (I think) Russell Martin. It may be out of
print but last time...
