tourists out of there, they weren't there to begin with, just like

Best reason I can think of at the moment to NOT put up a gate and
combo somewhere would be that the demand to get out there from
anyone, hiker or otherwise,...

had public input, and the 1995 General Management Plan sure did.The road

trailhead on the restricted road. These would be the same "privileged"...
