The Fax still offers an unfair advantage to the permit selection. I'm saying that even after using it. Everyone may not have the same opportunity to use one...

Let me make something clear about my previous post: Be sure your faxed permit application does NOT arrive before 5:30pm AZ time, that would be picked up...
