is to be attached outside of the permittee's...

What you're relating doesn't make a lot of sense. (LOTS of violators)
Permits are usually booked solid (or you wouldn't have to reserve one).

By the way, the water one usually sees in Havasu Canyon is ground water,
and it comes out of the ground a short ways from where the trail meets the
creek....
