I think right up to the rim at Crazy Jug and Thunder River trailhead is
Kaibab National Forest. You might want to try talking to them rather
than the NPS....

HI David, The routine is to notify the Backcountry Office that you must cancel - then they
will grant you credit for the premit fee for up to a year from...
