Yes,I'd say LF is the start of GC because if you float downstream without a GC permit...you will be arrested; and I speak from experience.

As river mile zero, Lees Ferry is more like the accepted beginning of
Grand Canyon and the NPS from Grand Canyon does maintain a presence
there to check out...
