Well,with a permit you could take out at Diamond Cr.,etc. BUT without a permit you could take out almost anywhere...BUT going beyond Crystal made it harder...

As river mile zero, Lees Ferry is more like the accepted beginning of Grand Canyon and the NPS from Grand Canyon does maintain a presence there to check out...
