Very good point, the US Boy Scouts do require a trip permit but it only deals with travel and # of leaders (min of 2) I have never seen a permit rejected but...

Just some random thought on the on-line permit system.
Internet kiosks for permits could be located in all hotel lobbies and
the Visitor Information Center....
