I've gotten permits from the Navajo and it used to be pretty easy.
I've also hiked on the reservation side of Marble Canyon many times
without a permit back...

It's a different policy and experience for each tribe. I've gotten
permits from the Navajo very easily and inexpensive, and from the
Hualapui which was once...
