Many places on the North Rim are not in the park. It's actually
Kaibab National Forest. So mountain bikes are allowed today. You
can litterally ride...

Let me clarify - not in Grand Canyon. Alternating days in busy city
parks and urban use areas would be worthwhile in my view. I agree,
