I have to respectfully disagree with your opinion that recipients of
SAR should pay for it. I think it is reasonable for the NPS to
maintain a rescue...

Mal, I'm not sure federal law allows them to bill the victim for the rescue. That's what we got from a ranger during her presentation at Phamtom...
