I guess I'll apply and hope for the best but expect the worst. It
seems unfair to charge for just applying and not refunding the
application fee. I guess...

Good luck seeing the Wave. They charge you just to receive a lottery spot, and you do not
get your money back if unselected. I am getting tired of it...
