I use the MSR Pocket Rocket and when at the Grand Canyon store a couple of weeks ago ... they had oodles of fuel canisters. $$$ more than at REI, but then...

I think the solution is simply to ship by a "ground" service, so it never goes
in an airplane; in that case, I don't think you even need to tell them about...
