National Parks Pass
We've always been asked to show ID when we've used ours.

If legality is of interest, the answer would be NO.
I think you should think of it as a contribution to the NPS.

National Parks Pass
I have a National Parks Pass that is good until the end of May this year. Can I legally give it to someone else to use? I won't be needing it anymore.
