My bigger fear is that they would hold the pack for "inspection" and then put it on a later flight. That would really disrupt most of our exit strategies...

"Obligated" or not, they are on TSA's prohibited items, whether carried on or checked. I don't always agree with TSA rules but I think this one's reasonable...
