The route is only slightly advanced but not really very unusual as a
standard off-trail route, so from what I know it's fairly common to
issue a permit...

I think people should be prepared before going into the Canyon, and use the old-fashioned mirror signal if there is an emergency. All cell phones, SPOT, etc....
