Hi Dean, the idea you outline has a lot of merit.
The public competes for a permit, then chooses from a whole host of
possibilities as to how they manage...

Actually in Zion you can join the Express Permit Program, or some such thing, on a yearly basis which allows you to print your own permit for certain...
