I doubt Mr. Gillies would have to enter the park to get to Bill Hall TH. You can access via FS Roads and avoid AZ64. I am with you on the thought process...

You could give the folks at Best Friends in Kanab a call. They could even provide you with the perfect dog, used to the desert around there.
