It's normal to go here without a park entrance fee altho I usually have an annual pass or someone else does. Definitely a sensible theory that may have also...

I doubt Mr. Gillies would have to enter the park to get to Bill Hall TH. You can access via FS Roads and avoid AZ64. I am with you on the thought process...
