I think "riders" is correct. For example, one string of 12 mules per day, including two guides and ten riders, headed to Phantom Ranch.

Looks like a 3/4 reduction in the number of passenger mules on the Bright Angel and South Kaibab trails. Not sure how much of a change (if any) it represents...
