So, is there a fine for driving these roads or just a guilty conscience? Does the park have to close a high-clearance-vehicle-only road to create wilderness...

It seems to be part of a general program to close many of the traditionally used rim roads. Cape Solitude andd Tiyo Point roads would be other examples of...
