When you pay the Havasupai the access fee on the road to South Bass, for what areas are you actually paying to access? Do they tell you when you pay the fee?...

Currently there are signs at both ends of the boundary road saying "Foot Travel Only" of something to that effect. The Park Service has not created...

So, is there a fine for driving these roads or just a guilty conscience? Does the park have to close a high-clearance-vehicle-only road to create wilderness...
