There is not really a legal agreement of any kind and between the Havasupai and any party. The legislation enlarging both the tribal lands and GCNP overall...

Bob, I agree a 100%. The NPS should be negotiating full access based on the initial agreement. And, if the Havasupai aren't willing to negotiate the NPS...
