Yes, it'd be totally legal to camp there at the River - the camp upriver from the
mouth - since boat trips do it. Of course, there may be a boat trip...

The river camp is used by river runners. You ask a good question about how
far below the Clear Creek camp area is closed to camping. I do not know...
