I don't know about a road outside the park, but the one inside the park, that connects up Cape Solitude with Desert View is off limits to all vehicles - cars...

Back in 1988, did a two day quick trip from SK to PhR. While at Phantom, we got chased around by 3 wild turkeys. Had to jump on some rocks to shoo them away....
