Even late March can be tricky. I've been there the third week in March when
the south rim got 18" of snow--low 20's. Crampons would have been a good idea...

The permit fee certainly isn't trivial, but, for all but the lucky few that
live close to the Canyon, the fee is only a tiny part of the cost of a trip
there....
